Release 1 info & Bug tracking system for Soot

I just installed a JitterBug tracking system for Soot.  You can post bug
reports at the following URL:

Later today, I will enter the remaining items required for our release of
the next beta version (which should be available before the start of
classes in January); the date for Release 1 is still uncertain.
