Improved Soot javadoc documentation

Patrice Pominville and I have been working on decorating the Soot API with
lots of doc comments.  You can see the result at

http://www.sable.mcgill.ca/soot/doc

A caveat: There are one or two small changes in the API between the 021400
release of Soot and the documentation on the web.

Please send me any comments you may have about the documentation.  We are
also working on a set of documents explaining how to use Soot; the current
target is to finalize Release 1, including documentation, by the end of
March.
