That's odd.  My HTTP logs show that you did, indeed, download the whole
file; there weren't any weird proxy issues.

I've mirrored it at
http://plam.lcs.mit.edu/~plam/ashesSuiteCollection-20Mar2000.tar.gz

I can successfully untar this file.
